I second checking for UTI, and also making sure the dogs are well hydrated. As far as the smell in the concrete goes, you need enzymes to get it out. Get a pet odor specific deodorizer with enzymes for carpet and/or flooring (it doesn't really matter which) and just douse the concrete really well an...
